JR Pass is only useful in term of price on long distances, like Tokyo>Kyoto etc... If you want to use it for the Yamanote Line, that's totally a waste of money.
About your other question, I'm sorry, but I didn't do the gourmet last year so there's no restaurant that I can recommend (except Aiba-chan's restaurant of course!). You can help yourself with a travel guide.
